CBI INSIDER SPEAKS narrates some never told facts about incidents that created news. Some were sensational and others evoked great curiosity when they took place. These events took place in different decades of the 20th century. In the late 60s a name as respected as the Birlas was investigated. This is a tale of investigation and prosecution by the CBI that never saw the light of the day. In the same decade Indira Gandhis signature was forged and the chairman, Bokaro Steel Ltd, hoodwinked. Around the same time, the State Trading Corporation was struggling. Prakash Tandon, the creator of Punjab National Bank, a corporate icon was asked to turn it around. He found his financial head being conned by his own employee and took great umbrage because the CBI did not catch the conman for months together. Later, in the eighties, the Punjab Terrorist gripped the country. Cruel though the sobriquet was, the Golden Temple complex came to be the centre of it all. The 1984 Operations by the Indian Army is the centrepiece of CBI Insider Speaks. Some among those hiding in the Golden Temple and who managed to make a get away before the Army moved in committed many unspeakable crimes. Two of these find a place here as they reveal the strength of law over crime however well they may be planned and executed. Two crimes of passion also find place here. One happened in Delhi and the other in Lucknow. How blue blood suffers from streaks of jealousy and lust and commits murder most vile without compunction are stories recounted here. Why Rajiv Gandhi was furious with the then Editor Indian Express and former Director of Enforcement and wanted them investigated, is also revealed in the book. Corruption and the CBI are mentioned in the same breath because this organization achieved notoriety, thanks to allegations of corruption. In its original avatar, the Special Police Establishment and also as a newly created Central Bureau of Investigation, it was once both respected and was professional. The book provides some answers on where and why it has floundered. The last chapter relates to the 21st Century. The author served for a little over six years with the Lt Governor-Delhi from April 2007 to July 2013 as his Officer on Special Duty (OSD) with Delhi Governments Home Department reporting to the Lt. Governor Delhi through him. The events in this chapter are fresh in many peoples minds. The book speaks of Bullet Point Control of the Delhi Police; explains what the LG Delhi Listening Post was; reveals how the Anti Corruption Branch (ACB) of the government of NCT of Delhi was defanged when Sheila Dikshit was the Chief Minister and throws light on why the Commonwealth Games (CWG) Village nearly failed to be ready on time and how a decision timely taken by LG Delhi constituted Board prevented this. It also talks on how someone in the PMO ensured a CBI enquiry on this decision, targeting the LG Delhi. All this leads to the final chapter that is on the chorus of autonomy for the Central Bureau of Investigation and explains why this is very important for the future of this important agency.
